Opinions on fading colors of tattoo

I got my first tattoo back on Jan 25, 2008. Two months later, the
colors have faded somewhat. I've read that touchups are sometimes
needed. Couple questions though:

Does the fading shown in the pictures below look like bad artist work,
bad ink, bad aftercare, or just normal fading that needs touch up? The
left image is the tattoo one day old, the right is 2 months old. An
experienced opinion would help me be prepared to discuss with my
artist when I go see him in a few days.
